Disiplina ‘shocks’ the two capital city clubs, blocking their transfer market

The Disciplinary Commission has announced its latest decisions regarding Albanian football, with a notable sanction being the closure of the transfer market for Tirana and Dinamo for three sessions.

According to the commission, Tirana and Dinamo have failed to meet their obligations to former players. Additionally, both Tirana and Kukësi face further penalties if they do not settle their debts to Visar Bekaj and Atdhe Rashiti, respectively.

Punishments are not missing even in women’s football, where, following the brawl in the match between Gramshi and Partizani, two players and the director of the Gramshi team, Edonisa Aliu, have been suspended.

DECISIONS:

  • FK Apolonia, for the improper behavior of spectators who threw objects onto the field and for failing to comply with obligations and regulations of the competition, causing delays in the start of the match, is fined 200,000 ALL (two hundred thousand) based on articles 8/1, 13/2/a, 17/1/b, and 17/2/b of the Disciplinary Code (KDE). In accordance with article 76/1/a of the KDE, the fine is reduced by 50%.
  • Flamurtari FC, for the improper behavior of spectators who threw objects onto the field, is fined 50,000 ALL (fifty thousand) based on article 17/2/b of the KDE. In accordance with article 76/1/a of the KDE, the fine is reduced by 50%.
  • Flamurtari FC official, Erion Dinaj, for unsportsmanlike conduct towards match officials, is suspended for 4 (four) matches from activities, based on article 14/1/j of the KDE.
  • KSSH Veleçiku player, Amarildo Kacaj, for unsportsmanlike conduct towards match officials, is suspended for 4 (four) matches from activities, based on article 14/1/j of the KDE.
  • KSSH Veleçiku official, Besnik Duli, for unsportsmanlike conduct towards match officials, is suspended for 4 (four) matches from activities, based on article 14/1/j of the KDE.
  • KF Këlcyra official, Renis Spahiu, for unsportsmanlike conduct towards match officials, is suspended for 4 (four) matches from activities, based on article 14/1/j of the KDE.
  • KF Bylis B, for failing to comply with obligations and regulations of the competition, causing delays during the match, is fined 200,000 ALL (two hundred thousand) based on articles 8/1 and 13/2/a of the KDE. In accordance with article 76/1/c of the KDE, the fine is reduced by 10%.
  • KFF Gramshi official, Edonisa Aliu, for assaulting officials of the opposing team repeatedly, is suspended for 15 (fifteen) matches from activities, based on articles 14/1/i and 33 of the KDE.
  • The disciplinary measures issued are translated as follows:
  • Player Fleta Musaj (KFF Gramshi):
    For assaulting officials of the opposing team, based on Article 14/1/i of the Disciplinary Code (DC), she is suspended for 10 (ten) matches from activities.
  • Player Klesta Ago (KFF Gramshi):
    For unsportsmanlike behavior towards match officials, based on Article 14/1/j of the DC, she is suspended for 4 (four) matches from activities.
  • Official Aurora Seranaj (FK Partizani Women):
    For assaulting officials of the opposing team, based on Article 14/1/i of the DC, she is suspended for 10 (ten) matches from activities.
  • Player Rejan Isakaj (KF Tirana U-21):
    For unsportsmanlike behavior towards opposing players, based on Article 14/1/b of the DC, he is suspended for 2 (two) matches from activities.
  • Player Anxhelo Tahiraj (KF Tirana U-21):
    For unsportsmanlike behavior towards opposing players, based on Article 14/1/b of the DC, he is suspended for 2 (two) matches from activities.
  • Player Klevis Guri (KF Kinostudio U-16):
    For violent conduct towards opposing players, based on Article 14/1/h of the DC, he is suspended for 3 (three) matches from activities.
  • AF Lefter Millo U-13:
    For failing to fulfill obligations and responsibilities, resulting in the abandonment of the Second Category Regional Zone Gjirokastër match against AF Luftëtari U-13, based on Article 16/1 of the DC, they are fined 100,000 ALL and forfeit the match with a 3-0 loss. The fine is reduced to 3% under Article 76/1/e of the DC.
  • Player Klaidi Shala (GAIA Sunday League):
    For violent and threatening behavior towards match officials, based on Articles 14/1/h and 14/1/k of the DC, he is suspended for 13 (thirteen) matches from activities.
  • Team Vater 9×9:
    For violence against a match official, causing the interruption of the match between Elso Team and Vater, based on Articles 6/3/d, 8/1, 16/1, and 17/1/b of the DC, they are fined 200,000 ALL and forfeit the match with a 3-0 loss. The fine is set at 10% under Article 76/1/f of the DC.
  • Player Devis Mecollari (Vater 9×9):
    For assaulting match officials, based on Article 14/1/l of the DC, he is suspended for 15 (fifteen) matches from activities.
  • Player Mikael Hasani (Vater 9×9):
    For assaulting and violently attacking a match official, leading to the interruption of the Elso vs. Vater match in the FSHF Sunday League Albania, based on Articles 3/d, 6/2/c, 13, 14/1/l, 32, 59, and 77 of the DC, he is permanently banned from all football activities organized by FSHF.
  • Investigation Initiated:
    Disciplinary investigation opened regarding incidents in the match Primo MFC vs. Barrikada FC.
  • Player Fadil Meta (KF Lushnja):
    Request to suspend the remaining part of his penalty is accepted. Conditional suspension applies for a period of 6 (six) months under Article 34/1 of the DC.
  • FC Dinamo City:
    For failing to execute Decision No. 14, dated 15.03.2024, of the National Chamber of Dispute Resolution, based on Article 29/1/c of the DC, a registration ban for new players for 3 (three) registration periods is imposed until full payment of the obligation.
  • KF Tirana:
    • For failing to execute Decision No. 13, dated 19.02.2024, of the National Chamber of Dispute Resolution, based on Article 29/1/c of the DC, a registration ban for new players for 3 (three) registration periods is imposed until full payment of the obligation.
    • For failing to execute Decision No. 18, dated 25.07.2024, of the National Chamber of Dispute Resolution, based on Article 29/1/b of the DC, a 30 (thirty) day warning period is given to execute the decision.
  • FK Kukësi:
    For failing to execute Decision No. 26, dated 25.09.2024, of the National Chamber of Dispute Resolution, based on Article 29/1/b of the DC, a 30 (thirty) day warning period is given to execute the decision.
  • Football Academy Pepa:
    For failing to execute Decision No. 5, dated 15.08.2024, of the Special Compensation Committee for Training, based on Article 29/1/b of the DC, a 30 (thirty) day warning period is given to execute the decision.
  • Rejection of the request by FC Mallakastra player, Ledjan Kapllanaj, as unfounded according to the Code of Discipline and Ethics.
  • Rejection of the request by Vila L MFC player, Rigers Mersini, as unfounded according to the Code of Discipline and Ethics.
  • Rejection of the request by KF Oriku U-17 player, Endi Suloj, as unfounded according to the Code of Discipline and Ethics.
  • Rejection of the request by KF Oriku U-17 player, Elis Xhuvelaj, as unfounded according to the Code of Discipline and Ethics.
