The Legal Affairs Commission is discussing the draft law for the Electoral Code. The Chair of the Commission, Klotilda Bushka, clashed with deputy Enkelejd Alibeaj after the latter expressed opposition to the official draft.
According to the deputy, this draft effectively grants the Socialist Party the fourth mandate as a gift.
Alibeaj: The draft came through backdoor deals. Article 4 of this draft law merely addresses the issue of the notorious ‘herësit’ (reserved seats), with 30% of the open lists being hermetically sealed. It is a solution that clashes with the constitution. Regarding the diaspora, it has been set up with postal voting, with payment and delays; the diaspora, which everyone swears will have voting with delays at their own expense as much as the party wants. What will come in the future will be a test of the political character of the electoral system. My initiative is clear; perhaps it requires rules. There are so many loopholes here that this draft leaks, essentially gifting Edi Rama’s power. Why isn’t the solution the same? Today, a new record is being set; the fourth mandate is being handed to Edi Rama on a platter, which he has obtained and bought.
