Deputy Dashamir Shehi urged his opposition colleagues not to vote for the changes to the new electoral code. He claimed that the amendments are a repetition of the electoral system "in its worst form." According to Shehi, the code has been crafted by the leaders of the Socialist Party (PS) and the Democratic Party (PD) to alternate power between them. He criticized the new code as being even worse than the one from 2008, arguing that while the previous code's results were uncertain, the new one is known. Shehi emphasized that repeating this flawed system indicates a lack of will for good governance, shutting out the youth. In Gjirokastër, 30% of the votes are needed to elect a deputy; in Berat, 20%; in Elbasan, 10%, making it practically necessary to have over 10% of the votes to enter politics, except in Tirana.
