The way Russia should be involved in this process caused the final document of the peace summit for Ukraine in Switzerland to fail to achieve unanimity among the more than 90 participating countries.

For two consecutive days over the weekend, discussions were held in Switzerland about the future of Ukraine. The participating countries gathered near Lucerne to discuss, and at the end of the summit, a declaration was produced in which 80 out of 93 participants stated that the ‘territorial integrity’ of the country attacked by Russia should be the basis of a peace agreement. In the summit declaration, Russia is held responsible for the war in Ukraine, where it has caused significant human suffering and destruction.

Brazil, Saudi Arabia, India, South Africa, Thailand, Indonesia, and the United Arab Emirates, among others, did not want to sign this document. These countries partly continue to cooperate with Russia in the so-called BRICS group and maintain friendly relations with Moscow despite the attack on Ukraine. This was considered in the draft for the final declaration, hence Russia is not explicitly condemned for its attack.
