Hamas Leaders Leave Qatar for Turkey, Prompting U.S. Concerns
Earlier this month, Qatar announced that Hamas political leaders had departed its territory, with some relocating to Turkey. As reported from Istanbul by Voice of America correspondent Dorian Jones, Washington expressed unease over this development and cautioned Ankara against offering shelter to these individuals.
Qatar had previously withdrawn from mediating between Hamas and Israel and confirmed the departure of Hamas representatives from its soil. The U.S. State Department, through spokesperson Matthew Miller, emphasized that leaders of “a ruthless terrorist organization” should not find safe haven anywhere.
Turkey’s Stance on Hamas
Turkish President Recep Tayyip Erdogan, a steadfast supporter of Hamas, has described the group as a liberation movement. Erdogan even declared a National Day of Mourning for slain Hamas leader Ismail Haniyeh. Analysts note that Hamas leaders have been frequent visitors to Turkey, with Haniyeh reportedly in the country as recently as October 7, 2023, prior to his death in Tehran.
Although Turkish Foreign Minister Hakan Fidan stated that Hamas has no plans to establish a political office in Turkey, Ankara remains committed to maintaining dialogue with the group. Presidential advisor Mesut Casin reiterated this stance, asserting that Turkey’s engagement with Hamas is vital for achieving peace and stability in the region.
Israel’s Concerns and Turkey’s Balancing Act
Israel has targeted numerous Hamas leaders globally but has refrained from strikes on Turkish soil. Nevertheless, Israel insists that Hamas, considered a terrorist organization by the U.S. and others, should not find refuge in Turkey.
Gallia Lindenstrauss of the Tel Aviv-based Institute for National Security Studies highlighted the potential risks, stating, “Israel may target Hamas leaders wherever they are, but Turkey has warned Israel against any actions on its territory, which only adds to the region’s tensions.”
Despite their public disagreements, Israel and Turkey maintain discreet channels of communication, as evidenced by a recent meeting between the chiefs of their intelligence agencies. This underscores the pragmatic dimension of their relationship, where cooperation on security issues persists despite political differences.
U.S.-Turkey Relations at a Crossroads
Analysts caution that Turkey’s ties to Hamas could strain its relationship with the U.S., especially under the watch of a pro-Israel administration. The evolving dynamics may complicate Ankara’s efforts to balance its support for Hamas with its broader diplomatic and security objectives in the region.
