The voter registration process for the Diaspora begins today, here are the steps to follow

Today begins the registration process for Albanian voters living abroad for the May 11 elections, which will continue until March 4.

Albanian citizens residing outside the country can register through the Electronic Registration Platform (PER), which includes three main sections:

Voter’s Section: This section is dedicated to individuals who create their personal account on the platform and fulfill the requirements to register on the voters’ list.

Request Review Module: Here, the Central Election Commission (CEC) reviews and processes the requests submitted by voters, ensuring transparent and fair handling of each application.

Real-Time Statistical Panel: This panel provides real-time updated statistical data on requests and their processing.

The panel is accessible to political parties and organizations, offering a clear and comprehensive view of the process.

An emigrant seeking to register must first create an account on the Electronic Registration Platform (PER).

When submitting their registration request to be included on the voter list for citizens living abroad, according to the rules approved by the Regulatory Commission, the voter must upload at least one of the following documents to the electronic registration platform, which verifies their residence outside the territory of the Republic of Albania:

  • Property certificate or equivalent document in the country of residence proving homeownership;
  • Document proving residence in the foreign country issued by the relevant authorities;
  • Rental or use agreement for the residence;
  • Bank documents (loan contract/bank statement, etc.) containing the residential address;
  • Utility supply contract or water bill for the residence;
  • Gas or electricity supply contract or bill for the residence;
  • Subscription contract or bill for digital audiovisual broadcasting services;
  • Internet or fixed phone service contract or bill for the residence;
  • A document issued by the competent authority in the country of residence proving the voter’s stay in a healthcare institution, migration camp, or similar facility;
  • Property ownership document or equivalent issued in the country of residence proving ownership of the home;
  • Driver’s license (if it includes the residential address);
  • Or any other document issued in the foreign country proving the Albanian citizen’s residence at the declared address abroad.

The number of Albanian citizens registered at the same address who apply on the electronic registration platform cannot exceed 6 individuals.

Exceptions to this rule will only be made for justified reasons, and after presenting the necessary legal documentation, the PER platform will allow the registration of more Albanian citizens.

After registration, the Central Election Commission (CEC) responds to the emigrant to confirm whether their request has been approved or not. If the CEC does not approve the registration, it explains which documents the emigrant must complete for the request to be approved.

The registration process is considered successful when the voter provides complete information, and the request is approved.
